Local files not syncing

I have local files on my mac. I have spotify on my Mac, 2 iphones and an ipad. Local files used to sync across but now nothing. There also used to be an option to manually sync but that doesn't exist anymore. How can I get my local files on my phone?

I got an email from iTunes having taken the 12.99 out of my bank account for premium. $25.98. Renewal. Spotify says I don't have it? I use it connected to my Facebook. Very frustrating as I pay for my boyfriends and mine and his still works!
