synchronize local files

Hey i want to synchronize my local files to my iphone but it doesent work.I think the problem is that i use the public network of our hotel, but we have no private network

Does Spotify use local files even when online?

Does Spotify use the local files that have been downloaded (using the Premium Service) to a device, even if the device is online (connected to WiFi with internet access). Or, does Spotify stream everything when connected to internet?Thanks!
