Offline mode second device

On my primary device I have no troubles making albums and Individual songs available for offline play. ON MY SECONDARY DEVICE I cannot seem to get anything to stick for offline ( green arrow indicating its good to go) Any ideas/ similar problems?

I'm wondering if saving a song/playlist to play offline uses additional bandwidth than just what is used to run Spotify. Does the song have to download at all in order to be available offline?
