Was the missing album art issue ever corrected?

I run an ipad Pro as my headunit and I download all songs off wifi. When I put it in my car (no wifi) the song stay but no artwork. The ONLY way to get it back is to turn my phone on as a hotspot, this giving me some internet connectivity.
