Slow Searching and Buffering

Offline playlist /syncing local files.

Good afternoon. I've read the FAQs and see that the maximum files that can be synced to a mobile device is 3333. My question is; does 3333 include local files synced to the device? I'd be grateful for any further insight. Thanks
