Received an offer to get back to premium and it doesn't work

I've got two mails to get back to Premium with 1 month free and when I click on it (it is supposable valid till November 1st) and it says I am not elligeable.

Im from Argentina and I was paying in pesos argentinos and now I have to pay in dollars why??

Credit card was compromised and locked. I am waiting for a new one ....takes a week. Got a notice payment was declined...trying to ask for one week grace til new card arrives but no way to do so
