'Followed' Artists are not 'Followed' a few moments later.....

I click 'follow' on certain artists, then I go back to them moments later and they are not 'followed'Why would this be happening?Is it because I jump from mobile data to WIFI? Thanks for the assistance.

Spotify using cellular data when turned off in settings

I always have cellular data turned off for spotify but I've noticed that if the song is already playing and my wifi connection goes down or out of range it starts using the cellular data and it has been eating up my data plan. Any ideas?
