Shuffle on downloaded songs

My shuffle is only playing songs that I have recently downloaded. The songs in my library won’t play songs that I downloaded on shuffle from a long time ago unless I go click on them.

Shuffle only plays the songs I’ve downloaded in the last few months

Up until this week I could go into my library and hit shuffle and it would shuffle the whole library (2000+ songs) and now it’s only shuffling the most recently downloaded. What can be done about this?
