Playback Speed on iOS for Local Files

Is there a way to control Playback Speed on the iOS app for Local Files? The functionality is currently available for Podcasts, however it's not available for local files. Is there a way to speed up (e.g. 1.5x) or slow down (e.g. 0.75x) a local file?

Local Files Not Syncing

Just as the title says, my offline files are not syncing between my devices. The files are on my desktop (running Win10), but will not sync on my Macbook and iPhone. Running newest spotify version on all devices. Please help, thanks.
